The terms under which OpenCivic grants access to and use of its platform.

This License Agreement ("Agreement") governs access to and use of the OpenCivic platform, software, and related services (collectively, the "Service") provided by OpenCivic ("we", "us", or "our"). By subscribing to, accessing, or using the Service, you (the "Customer") agree to the terms below. This Agreement complements our Terms of Service and Privacy Policy.
Subject to the terms of this Agreement and payment of any applicable subscription fees, we grant the Customer a non-exclusive, non-transferable, non-sublicensable license to access and use the Service for the Customer's own internal government and public-facing operations for the duration of the subscription term.
The license covers use by the Customer's authorized staff and, where the Customer enables public-facing features, by residents and applicants of the Customer's jurisdiction. Each deployment is scoped to a single jurisdiction unless otherwise agreed in writing.
The Customer and its users agree not to:
The Service — including its design, software, AI models, and retrieval architecture — is and remains the exclusive property of OpenCivic. No ownership rights transfer to the Customer under this Agreement; only the limited license described above is granted.
The Customer retains ownership of its data, including ordinance text, GIS layers, permit records, and any content submitted to the Service. We access this data solely to operate the Service for the Customer, on a read-only, least-privilege basis, and we do not sell it or use it to train public models. See our Privacy Policy for details.
Public ordinance text and government data referenced by the Service remain in the public domain. Citations surfaced by the Service point back to the Customer's own authoritative sources.
Access to the Service is provided under a per-jurisdiction subscription scoped to the Customer's size, as set out in the applicable order or agreement. The license granted here is contingent on the subscription remaining active.
OpenCivic uses AI to interpret planning and zoning codes. AI-generated responses are informational only and do not constitute legal, zoning, or planning advice. The Service informs decisions — it never makes them. The Customer's staff and officials remain the final authority on every determination.
The Service is provided "as-is" and "as-available" without warranties of any kind, express or implied, including merchantability, fitness for a particular purpose, and non-infringement, to the maximum extent permitted by law.
To the maximum extent permitted by law, OpenCivic shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from use of the Service, including reliance on AI-generated information.
This license remains in effect for the subscription term. We may suspend or terminate the license for material breach of this Agreement or the Terms of Service. Upon termination, the Customer's right to access the Service ends, while the Customer's ownership of its own data is unaffected.
We may update this Agreement from time to time. Material changes will be communicated to subscribing jurisdictions, and continued use of the Service after changes take effect constitutes acceptance.
